Dear President of the XIII Municipio Roma,
The write about Capocotta, whose dunes have been battered by the storms this winter, so that we may well say that in the presence of a real ecological disaster. The storm waves have given the coup de grace to the end of the dune closest to the shoreline in many places coming to demolish the consolidated dunes, those covered by Mediterranean scrub. The five food kiosks forts seem increasingly entrenched in the top of the dunes and lucky in '93-'94 WWF Roman Coast was able to convince the City to vary the design of kiosks that foresaw even ten. This situation was already proposed in recent years, with the result that the beach is always smaller.
E 'perhaps the time ripe to make some important strategic choices, given that in recent years the management of the area was anything but sustainable. It is incomprehensible that the City of Rome intends to rebuild and expand the kiosks at the public expense, when it does not seem to find the money to manage as it should be the nature reserve which is managing body.
Capocotta Beaches and dunes are a protected area of \u200b\u200bthe Roman Coastal State Nature Reserve, along the beach town of Castel Porziano also Site of Community Importance (SCI) and Special Protection Area (SPA). This is a great privilege to Rome, since the coastal dunes are now present in the rare case of an emergency nature of the Italian coast and to preserve and handle with the utmost care and attention. Well, the City of Rome does not have a management plan for this important area, as was stipulated in the legislation, the proposed management plan for the SIC, which was commissioned in 2006 by the City, in our opinion is totally inadequate, being unusually focused on 'magnification of the kiosks, as if this were the solution to environmental problems that plague the area! In addition, specific policies Capocotta provided in the Regulation of the Reserve approved by the City, is not even prepared.
Now, it is very likely that the erosion process in this stretch of coastline, is due to a change in the weather forecast ocean or drift current, but we certi che le conseguenze sarebbero state ben diverse se il sistema spiaggia-duna fosse stato integro e in grado di reagire. Purtroppo nei prossimi anni, a causa dei cambiamenti climatici, gli effetti dell’erosione saranno sempre più marcati. Ormai tutti sono concordi nell’affidare ai sistemi dunali integri e di adeguate dimensioni un ruolo fondamentale nella prevenzione dell’erosione.
Riteniamo, infatti, che il processo erosivo sia stato innescato da un’inadeguata gestione dell’ambiente. Riportiamo, sintetizzandolo, quanto scrive in proposito il Prof. La Monica, illustre sedimentologo: le spiagge di Castel Porziano e Capocotta sono spiagge “fossili”, cambiate poco negli ultimi 6.000 anni (da that is when the sea is more or less reached the present level postglacial) the contribution to the sediment deficit of the Tiber, which instead has a serious impact on coastal Recent located north of the mouth, this has no effect. poor environmental management of Capocotta is obvious:
- The fences, which are essential to protect the dunes from trampling, have not been restored and are absent for long stretches (with the exception of those di competenza del chiosco Mediterranea);

- Sono stati realizzati successivi capanni e ricoveri e sarebbe interessante verificare se sono state rispettate le regole;
- Le spiagge sono appiattite e pulite con trattori e vagliatrici meccaniche, cosa inconcepibile in una riserva naturale;
- E’ normale vedere tende da campeggio tra le dune, dove pernottano alcuni dei molti lavoratori extracomunitari che lavorano con buona probabilità nei chioschi;
- Il Consorzio di gestione, che secondo le convenzioni avrebbe dovuto occuparsi anche della tutela ambientale, sembrerebbe occuparsi prevalentemente to represent the problems of management of catering to the Administration;

WWF Roman Coast, invites you to urge the Mayor of Rome for the adoption of the following remedies:
1) make an order that is actually popular and certainly the most important and strategic input and presence in all beach resorts of Ostia Lido to be free (and not just 5 meters from the shoreline, which is not always respected by the managers) - as already happens in all other Italian and European coasts - and managers - who recently had the privilege of having extended the grant - to earn "only" from renting deckchairs, umbrellas, booths and more intense restaurant business. In summer it is absurd to see (behind bars), almost empty, spacious beaches of Ostia, built with money from the community and directly and easily reachable by subway, while on the coast there l’inferno e le spiagge di Castel Porziano e Capocotta sono prese d’assalto da decine di migliaia di persone: troppe per dei fragili ecosistemi!
2) Visto il punto al quale si è giunti è assolutamente necessario chiudere Capocotta, non rinnovando le convenzioni per la gestione della spiaggia che, evidentemente, si sono dimostrate assolutamente inadeguate e individuare una modalità di gestione del tutto diversa. E’ ovvio che la situazione attuale sia migliore di quella di 20 anni fa, come ripetono alcuni, quando i chioschi erano una trentina e del tutto illegali. Ma quella era una situazione da terzo mondo e sarebbe stato molto difficile fare peggio! Occorre, inoltre, consentire ai processi naturali la ricostituzione and dunes of the beach. - ban immediately and in no way whatsoever to Capocotta (as well as Castel Porziano) use of motor vehicles on the beach: they should not be used for cleaning or dell'Arenile, which must be done manually, or - in Capocotta - to carry the rubbish bags or anything else;
- order be issued prohibiting strictly "the crossing and the trampling of the dunes, stopping up and between them, damaging the vegetation;
- delimit carefully with wooden fencing and appropriate signage and understandable - even for teaching - the area where allowed to go and stay and where not. In the dunes fence (with posts planted in deep, storm-proof) should be left a space a few meters behind them so that the vegetation is vital to the natural process of reconstruction of the dune, we can expand again;
- the thoroughly enforce the prohibition of parking on the side of the sea coast, established by the Landscape Plan, would also be an additional and appropriate disincentive to achieving Capocotta;
- maintain the activity of the kiosks on beaches in the fast food (sandwiches, drinks, ice cream), which does not require magnification to be put under;
- last but not least, to enable action now with the aim of ensuring the order of above and on the environment, we believe that the City of Rome to request and obtain a fixed garrison of Forestry.
- Later you can think of to take action through bioengineering to repair the dune system and the products so far, perhaps, but only after careful evaluation of environmental impact, with a soft beach nourishment: do it now, without removing the causes of degradation, but it would be really useless.
